The people who are supposed to leave Hesse but don't want to could form a small town. The Central Register of Foreigners, in which they are recorded, counted 13,360 people in the country who are required to leave as of May 31. These are usually asylum seekers who would like to stay in Germany but have little chance of being recognized. The majority of them cannot be deported for humanitarian or legal reasons, for example because returning to their home countries such as Afghanistan or Syria would be life-threatening for them, because they are ill or have no documents. They are tolerated.
