In the case of interchangeable license plates, the common license plate part and the vehicle-related part must also be permanently attached. Attachment to the front is sufficient for single-axle tractors, attachment to the rear for trailers and motorcycles.
The background to the new regulation for license plates is likely that they can now only be removed with special tools or with a great deal of effort.
