Thuringia's Prime Minister Mario Voigt will now lead the first coalition made up of the CDU, BSW and SPD. The three parties have struggled for a long time over the details of their cooperation – sometimes with strong interference from the BSW leadership around party leader Sahra Wagenknecht. Some key points of the coalition agreement at a glance:
Peace theme
In the preamble, the three parties declare that they are united by “the will for peace in Europe”. People's concerns about the war in Ukraine and the fear that Germany could be drawn into it are being taken seriously. The parties are committed to the European peace order and support all diplomatic initiatives “within the framework of the European and federal order” to end the war of aggression unleashed by Russia against Ukraine. At the same time, different priorities become clear. The CDU and SPD see themselves “in the tradition of ties to the West and Eastern policy”. The BSW highlights its “uncompromising peace course”.
migration
A central state immigration authority should bundle the admission, recognition of professional qualifications, integration and repatriation of refugees. The aim is to simplify and speed up the procedures. People with little prospect of staying, for example from safe countries of origin, should not be distributed among the municipalities. The government also wants to create its own deportation detention centers for those required to leave the country.
Security
Over the next five years, 1,800 newly trained police officers are to be hired. The Thuringian police should also be brought up to date technically, for example through a pilot project for dashcams.
Strong constitutional state
Among other things, a legal framework is to be created for the Office for the Protection of the Constitution to access the traffic data of known extremists, threats and terrorist suspects.
Education
The three parties want to make Thuringia “the leading educational state in Germany”. Class cancellations should be combated. There should be compulsory German tests for children aged five before they start school. Children with language deficits should be supported in kindergarten during a compulsory preschool year. There should also be German support classes in schools.
Health and social affairs
General practitioners, pediatricians, gynecologists, dentists and pharmacies should be accessible to everyone in Thuringia in a maximum of 20 minutes. The rural doctor quota should be increased.
housing
Social housing should be strengthened and the ownership rate of real estate should be increased. Among other things, the coalition wants to provide families with low-interest loans and grants as so-called Thuringia money for the construction, purchase and renovation of a house.
