Faced with a growing Russian threat and under pressure from the United States, NATO calls for its European allies and Canada to an unprecedented military effort: to increase their military capacity by 30 %. In order to strengthen the deterrent capacity of the alliance, massive investments are necessary.

According to a senior NATO official, new objectives for the military capacities of the allies are under discussion. The goal: update the objectives established before the invasion of Ukraine by Russia. The ambition is to adopt them by early June, at the meeting of the Defense Ministers in Brussels.
According to the organization, the goal is both to face the growing threat of Russia and the pressures of American President Donald Trump who wants the allies to assume a greater share of the defense burden. The requested financial effort is massive: it would be, on average, a 30 % increase in military equipment.

These new defense objectives would spread over a period of 5 to 15 years. Most allies will have to bring their defense expenses to more than 3 % of the gross domestic product (GDP). This new threshold is expected to be adopted at the NATO summit scheduled in The Hague at the end of next June.
As a reminder, Donald Trump has repeatedly accused NATO members to exploit Washington by not spending enough for the defense. He thus expressed the wish that the allies increase their defense expenses to 5 % of GDP, a goal deemed unrealistic – and that even the United States does not reach, since it is 3.38 %.
Allies are now expecting the United States reduce their military presence in Europetheir priorities turning to the Indo-Pacific region.

Since the last American elections and Donald Trump's return to the White House, the European countries strive to increase their military spending and rethink their strategic positioning. In 2024, European NATO members and Canada spent $ 485 billion for defense programs, an increase of 20 % in one year.
