The first step on the way to a black and red federal government has been made. Almost two weeks after the Bundestag election, the negotiators from the CDU, CSU and SPD completed their explorations. CDU boss Friedrich Merz said in Berlin in a number of factual issues.
A joint paper should be the basis for coalition negotiations that could begin next week, said Merz.
With the exploratory paper, the Union and SPD, according to the SPD-Co party leader Lars Klingbeil, made a first important step. In the press conference, he announced a discounted industrial flow price and a “purchase promotion for electromobility”. The SPD also insisted that a statutory minimum wage of 15 euros and a secure pension would be in the exploratory paper.
Rejection on the land borders
According to Merz, the Union and SPD have agreed on a joint course in migration policy. According to his information, people who provide an asylum application should also be rejected at the land limits – but only in coordination with neighboring countries.
In principle, rejections are only possible where there are stationary border controls. Federal Interior Minister Nancy Faeser (SPD) has successively ordered it for all German land borders in recent years. If you want to apply for asylum, you can usually enter.
Union and SPD have decided on changes in the previous civil allowance system. “We will redesign the previous civil allowance system, towards a basic security for job seekers,” said Merz and announced: “For people who can work and repeatedly refuse to work, a complete deprivation of performance is carried out.” Klingbeil said that anyone who refused completely could not rely on the same support, that was fair and fair.
In addition, Merz announced that in accordance with the European Working Time Directive, the possibility of a weekly instead of a daily maximum working hours in the Working Hours Act would be created. “And we will put overtime surcharges tax -free that go beyond the full -time work that is agreed or based on collective agreements.”
Negotiations should be over until Easter
Union and SPD have explored differences and similarities in the previous exploratory talks. Anyone who takes up coalition negotiations, on the other hand, does this with the clear intention to form a common government. Failure is also not excluded in this phase.
The expected future Chancellor Friedrich Merz has given the goal of being negotiations until Easter.
The Union clearly won the Bundestag election on February 23 at 28.5 percent. The SPD landed behind the AfD (20.8 percent) at 16.4 percent. There is no alternative to the black and red coalition because black and green has no majority and working with the AfD is clearly excluded from the Union.
On Tuesday, the Union and SPD had agreed on an extensive financial package.
